McConnell Dowell New Zealand started an ECI contract with Hutt City Council in April to develop a low-impact, low-risk construction method for its major new stormwater and wastewater project in Lower Hutt, Wellington.
The project involves increasing resilience and capacity in the network by building new pipelines, pump stations and storage tanks in the busy urban centre.
The project is funded by Hutt City Council (HCC) and Kāinga Ora – Homes and Communities, through the Infrastructure Acceleration Fund (IAF). Together, they are committed to facilitate new brownfield housing developments in Lower Hutt. The project will provide the capacity for around 3,500 new homes.
Over the next eight months, we will investigate the client’s preferred scheme for constructability, safety in design, and support engagement with the community, mana whenua and other stakeholders to prepare the preliminary design for consenting.
During SP1a, we’ll draw on our trenchless tunnelling expertise, working with Holmes Consulting and designer Delve Underground, to help develop the construction method.
The detailed design will be completed in SP1b, and SP2 is the construction stage.
Two key challenges for the project are the dense urban environment above ground and large aquifers beneath the city. Tunnelling within the road corridor is an ideal way to avoid these risks. Working around the aquifers, which are in two different strata underground, will require our trademark creative engineering solutions.
The project scope includes:
Wastewater network upgrades:
- New gravity pipe to divert flows
- an offline pump station and storage facility
- odour treatment facilities
- a new rising main from the pump station, across the Te Awa Kairangi / Hutt River, to the western side of the river
- a new gravity main and an outlet structure with backflow prevention.
Stormwater network upgrades:
- a weir chamber and a gravity pipeline
- a rising main, a pump station and a gravity interceptor
- a new outlet structure in the river.
Other scope includes temporary works, service relocation, engagement with property owners and community, traffic management, road reinstatement and landscaping.
